Hurricane Melissa, a powerful Category 3 hurricane, last week crossed into eastern Cuba causing widespread devastation. There has been extensive damage to infrastructure and the agriculture sector, thousands of people have been affected with families displaced and many homes destroyed. In the wake of this catastrophic natural disaster, and in light of the fact that
